Gill Grunt inititally didn't appeal to me, and was one of the reasons I was hesitant to get Skylanders. But since he came with the initial starter pack, I couldn't help but have him. He isn't so bad to have though, as he does play decently.
Speed: Slow
Gill Grunt is verrrry slow. Although less pronounced in Giants than in the original Skylander's, his steps are also accompanied by a semi-annoying aquatic squish sound. I digress though; just don't use him for any timed challenges.
Primary Attack:
Gill Grunt's main attack is his wicked looking harpoon. It starts off, much like his pace, very slow. It deals a decent blow, but the gun reloads slowly. Once upgraded, however, they reload much quicker, and are a force to be reckoned with. If you choose the Harpooner upgrade path, you can shoot three harpoons at once, and the harpoons shoot straight through one enemy so it can deal damage to another target.
Secondary Attack:
The secondary ability, and in my opinion the more damaging one, is the water hose. A high powered stream of water knocks back your enemies and deals a constant blow. It starts off with a limited amount of water and the player must wait about ten seconds for it to fill back up but, like most abilities, it just needs to be upgraded to be at its most efficent. If you choose the Water Weaver upgrade path, the hose will deal more damage, the water will never run out, and while using the hose explosive sea creatures can be fired out as well.
Tertiary Attack
Gill Grunt's third ability is not so much an attack as an ability. The water barrels on his back can be used as a jet pack, and greatly increases his speed. This, like the hose, will run out eventually unless you pick the Water Weaver path, unless you use it to travel over water.
Soul Gem
This is definitely a great ability to have! If you hold in the primary attack button for a few seconds, your tiny harpoon will become a giant anchor! This deals a great blow, the only downside is that you can't really load it up and take it with you, as it slows down your movement considerably.
Wow Pow
This plays off your Soul Gem ability. Rather than one anchor, you can shoot off THREE giant anchors. I personally don't have this in game yet, but it seems like it'll come in handy.
Overall
I'd give him a 6/10. He really does come in handy, you just have to put a lot into him first.

Haven't used him in the game yet, but the kids say that he looks cool.The figures are cute and a nice motivational treat for the kids, and unlike the ever increasingly popular "in-game purchases" of other games, you get a physical possession. Since the characters can be used on any platform (Xbox, PS3, 3DS, Wii), it's kind of cool that the figures remember their experience. If you ever get rid of the figures, they can be reset in the game.
